Help for Alaska's Tribes
Tribal government funding through ARPA is found within the Treasury’s CSLFRF page. The rules for compliance and reporting are identical to those which apply to State and local governments. There are some expenditures that are allowable for tribes that don’t apply to states and local governments, but they are outlined in the guidance. On November 15, 2021, the U.S. Treasury Department revised the reporting requirements for tribal governments that received less than $30 million in Coronavirus State and Local Fiscal Recovery Funds (CSLFRF) established under the American Rescue Plan Act (ARPA). Reports for tribal governments that received less than $30 million in CLSFRF are no longer required to be filed on a quarterly basis and instead are now due annually.
The annual reporting deadlines for CLSFRF (also referred to as ARPA funds) are as follows:
1st Annual Report Due April 30, 2022
for the period covering March 31, 2021 – March 31, 2022
2nd Annual Report Due April 30, 2023
for the period covering April 1, 2022 – March 31, 2023
3rd Annual Report Due April 30, 2024
for the period covering April 1, 2023 – March 31, 2024
4th Annual Report Due April 30, 2025
for the period covering April 1, 2024 – March 31, 2025
5th Annual Report Due April 30, 2026
for the period covering April 1, 2025 – March 31, 2026
6th Annual Report Due April 30, 2027
for the period covering April 1, 2026 – December 31, 2026

AFN and AML have collaborated to offer a FREE pre-grant application consultation for tribal governments to talk through their interest, eligibility, and processes for upcoming funding opportunities with an experienced grant writer. Tribal governments that have identified a grant that they believe fits a need, should follow the intake process.

Capital Projects Funds
The American Rescue Plan Act of 2021 established the Coronavirus Capital Projects Fund (Capital Projects Fund), which provides $100 million to be allocated in equal shares to Tribal governments to carry out critical capital projects directly enabling work, education, and health monitoring, including remote options, in response to the COVID-19 public health emergency.
